Grants Application Requirements

Proposal Requirements

Applicants for the FPE grants are required to submit a full project proposal. Interested applicants are strongly encouraged to read the specific guidelines for the strategic focus, which they intend to employ for their proposed project. The applicants are also required to accomplish the Organizational Registry Form (ORF) and attach it to the project proposal.

Proposal for the grants, except for projects that may fall under Research, should include the following information:

SITE-FOCUSED

FPE identifies a geographical area which is characterized by any or a combination of the following:

  • Biodiversity-rich ecosystem
  • Water drainage basin
  • Habitat or range of a keystone or endangered species
  • Areas that have been designated as initial component of the Integrated Protected Areas System (IPAS)
  • Legally delineated sanctuary, refuge or reserve for regeneration and protection, and
  • Other areas with both high ecological and cultural significance

Site-focused program adopts the community-based resource management (CBRM) framework. It requires a quick, over-all assessment of the proposed site that will be the basis for subsequent planning stages. FPE determines possible project stakeholders will during this assessment.

For a new site-focused project, an announcement will be issued and potential non-government and people's organizations based at the identified new site will be invited to apply. However, if there is no capable site-based NGO or PO, other organizations in nearby regions may be invited.

For ongoing site-focused projects, grantees must submit the succeeding year's Work and Financial Plan and possible project outputs and results not later than the ninth month of the current project timeline. This will be the basis of support for the succeeding year.

PROACTIVE

FPE releases an announcement for proposal applications on proactive grants conceptualized by the Foundation or negotiates with potential NGO or PO or a member of the experts pool who has the capability to develop FPE's concept into a full-blown project proposal.

COMPETITIVE

Any interested organization may submit either a concept or project proposal. In case the proponent needs support in developing the concept or project, FPE can lend assistance through its project development assistance program.

GENERAL PROJECT PHASES

All project grants follow the following phases:

  • Phase 1 – Project Receipt
  • Phase 2 – Project Appraisal
  • Phase 3 – Project Approval and Inception
  • Phase 4 – Project Monitoring and Evaluation
  • Phase 5 – Project Closure

QUALIFICATIONS

  • A Filipino entity
  • A non-government organization, people's organization, and/or academic institution
  • Duly registered with any of the following:
    • Securities and Exchange Commission
    • Cooperative Development Authority
    • Department of Labor and Employment – Bureau of Rural Workers
  • Continuously in operation for a minimum of three years immediately preceding the application for grant support

Below are the grounds for disqualification from applying for FPE grant support:

  • Those with ongoing project with FPE
  • Those that have pending accountabilities
  • Those with questionable track record
