CALL FOR EXPRESSION OF INTEREST

The Foundation for the Philippine Environment (FPE) is seeking expressions of interest from qualified research organizations for the project:

Adopting Sustainable Financing Mechanism (SFM) in Water Services for the Benefit of Watershed Communities

OBJECTIVE: To assess possible areas in water services that can be source of sustainable financing mechanism or payment for ecological services (PES) programs for the benefit of communities living in and protecting the watersheds.

SCOPE OF WORK

1. Research design, work plan and budget;
2. Review and analysis of the initial study results, review of related literature and secondary data analysis;
3. Conduct of actual research (in coordination with the three FPE regional units, Luzon, Visayas and Mindanao) and primary data analysis;
4. Presentation and validation of results with FPE and stakeholders; and
5. Submission of final report, and technical and financial liquidation.

POSSIBLE AREAS OF RESEARCH 

1. LUZON: Watershed areas used for hydropower generation, domestic use and for large irrigation purposes.
2. VISAYAS: Water from deep wells used as coolant in a geothermal plants, for domestic use and for commercial bottling plants.
3. MINDANAO: Watershed areas for domestic use and for irrigation of commercial farms and corporate plantations.

ELIGIBILITY OF APPLICANTS 

Proponents must be:

1. A duly registered Filipino non-government organization (NGO) or research institution with a minimum of three years track record;
2. A research team preferably with five to ten years of developmental work experience especially on research, policy advocacy, with extensive experience on project coordination, implementation, monitoring and evaluation;
3. Degree in community development, statistics, environmental studies and other related courses; and
4. Doctorate degree of the Team Leader is an advantage.

REQUIREMENTS 

Submit the following:

1. Team composition with CV of members;
2. Research organization’s clients and list of researches conducted; and
3. Accomplished Organizational Registry Form (ORF) available for download at the FPE website, www.fpe.ph.

DURATION 

The research will be implemented for a maximum period of six (6) months. Shortlisted applicants shall be formally notified and provided with the Terms of Reference, Scope of Work and the outline of the proposal to be submitted.
